110-300-0165(2)(d) Observed plastic bags accessible to children by the changing table in the Ponies bathroom. 110-300-0165(3)(g) Observed in the outdoor space with signs of rust. tricycles 110-300-0165(5)(a) Non-tamper resistant outlets observed in the Main Room/Gross Motor room and Bunnies classroom accessible to children. Dispute Description: I am only disputing WAC 110-300-0165(3)g, the tricycles with signs of rust. The bikes in question are not in ill repair. They have minor spots of rust which in no way hinders their safety or conditoin. They may not be pleasing to look at, but they are not unsafe. The bikes I purchase are of high quality but the reality is we live in the Northweat where is rains all year. The bikes are stored outside so they are accessible to the children at all times as we go outside even in the rain. As an example, a bike I purchased in the spring of this year has started to show small signs of rust. The center cannot afford nor should be required to replace bikes when this minor condition occurs. To replace all the bikes the licesnor sited would be a $2-$3,000 expense. That is not a reasonable request for licensing to make. If a bike is structuraly unsound I will of course remove it and replace it.
